Change the oil, check or just go ahead and replace the fuel and air filters, and you should be ready to go engine wise. The tires may be dry-rotted and/or hardened by now. They can get slick if they sit for years. If you're getting a decent price, it should be fine! Besides, it's your brother...you can always tell Mom on him if it's a lemon.
