Possibly, but it would go against Erik Buell's words in a recent Fuell interview where he notes no plans to go water-cooled... from the weight, plumbing, and looks, to his remark Buell was on the verge of meeting all EPA standards with the air-cooled powerplant.

Do you think it would be good marketing for him to criticize, bash, and enumerate the drawbacks for a water-cooled engine knowing one was around the corner? That isn't even basic marketing but bad marketing.

EB is clear concerning his passion for air-cooled simplicity. Enough so, Buell has invested much so the air-cooled engine will meet EPA standards. Read his words and he's quite negative about water-cooled and why it isn't for Buell or needed. Good marketing would have left the water-cooled negatives untouched/unmentioned, singing only air-cooled praises.
