Sounds almost like two problems, both caused by debris in the carb/fuel lines: plugged pilot jet (that's the idle problem), an stuck/blocked float valve (that's the flooding problem).

It will require removal and disassembly of the carb to clean it. Possibly removal and cleaning of the tank, as well.

Both are things you can do by yourself with a bit of knowledge, they aren't over-complicated. All you need is the shop manual for your bike, and a rudimentary tool kit. BUT, as you seem not to possess moto-mechanic skills at the moment; I would seek a trusted wrench local to yourself that can "look over your shoulder" while you perform these services.

A few times doing-so, and you will be well on your way to becoming an accomplished patio-mechanic.
Ahh, the little Ducati 916 copy. Cool bike. Since it's a two stroke you might want to check the crank seals too, but the above suggestions posed by The Airhawk are spot on. Get a good fuel filter that is made for a motorcycle, after you clean out the carb.

The design was penned by that Tramboonie feller, and it looks like the same dang mosickle, except at about 1/4 scale...

That guy was French, wasn't he? It had to be a French copy!

D'OH! Yeah, two-smokes!

I forget about all the OTHER things that can go wrong with 'em! Not that it's bad, or that often - I just don't think in two-cycle........
