i wouldnt get too excited about this..there are thousands of these type papers published every year by the EU mostly as discussion documents...the percentage that make it into any sort of law or directive is pretty low....the most onerous criteria that any manufacturer has to meet is the emissions regulations which apply regardless of engine configuration....and we still have 2 strokes on the roads like 125 and 250cc trail bikes and scooters

interesting angle..the smoking laws that apply over here ban smoking in any public place ..bars restaurants all those places probably like new york...i dont think that it has affected the manufacturer in terms of the ingredients of his cigarette but obviously sales take a hit...but back to the topic..the european emission laws and noise laws apply across the board to cars and motorcycles so there would have to be a similiar action applied to cars...i do believe the californian and maybe similar state laws have stricter controls than europe, where i live there is not even a DMV/DOT? test for motorcycles, there is for cars but none for bikes ..its possible to register a cr250 two stroke motcrosser for road use....anyhow its not complacency most europeans have a cynical ennui about these type of papers from previous experience with them...remember the proposed 100bhp limit? ..keep up the non mainstream opinions..oh i agreed with the smoking ban not because i need to be told whats good for me but because a night out used to have everyone stinking like a cuban smoke house
