Are you talking about the aluminum strip around the tire?
You can find this part in rough condition at your local harware store. It's an aluminum strip about 1/8" thick. They come in 1", 1.5" and 2" widths for about a buck a foot.
Step 1. Bend it over the rear tire to shape it.
Step 2. Cut it to fit.
Step 3. Drill holes in it for mounting and whatever silly design you want.
Step 4. Sand it with 600 grit wet sandpaper.
Step 5. Polish it using an aluminum polish and elbow grease until it shines like chrome.
Step 6. Mount it with the nice chrome nuts and bolts, you'll find near where the aluminum strips were kept.
Step 7. Step back and admire your handywork.
