In CA the lights around freeway interchanges are generally maintained by the widely reviled Caltrans. Each time that I have notified the local office of a problem with the setting of their sensors they have had them adjusted within 48 hours and have invited me to validate their work. I've had less luck with local cities, but I've only tried once. In Sacramento I rarely have a problem. The point is, it's not necessarily that the sensors don't work, in some cases they're just not properly adjusted. Nag the authorities who are responsible for the offending sensors.
