those magnets are probably for atracting metal shavings from normal wear and tear. it keeps them out off the normal oil flow to try to keep wear down, like a magnetic drain plug. as for the trafic lights I have allways heard they are a magnetic resonance detector, and since new motorcycles especially are made primarily of non ferrous items souch as alluminum amd magnesium they just don't carry enough of a flux to trip the device. a strong magnet is supposed to make all the difference though.
I usually flip my bright/low beam a few times and it will catch the optical sensor into giving me a green light. Usually the weight of the bike should trip the other type of sensors but if the road has been repaved without moving the sensor close to the top then the light won't turn green even for some cars so just be safe & go.

If you did that anywhere in the US I've ever been, you'd freak out anyone that was close enough to observe it. I never heard of a traffic light being treated like a stop sign until reading your post.
It really actually makes sense to me, I'm just saying no one I know of would consider going through a red light unless they'd waited a long time and were sure it was not detecting them. Not sure about the letter of the law, but I'd be really surprised if it was allowed in VA, MD, DC, WV, NC where I've done the most driving.
Where I used to live in Herndon, VA, a light near my house never detected any of 3 bikes I owned and I had to stop-look-go every time I went that way. Never got in any trouble.
I thought I'd seen some device for sale that would put out a strong EM field for the purposes of activating the sensors, it attached to the underside of a bike.
a how-to on dealing with insensitive sensors

In CA the lights around freeway interchanges are generally maintained by the widely reviled Caltrans. Each time that I have notified the local office of a problem with the setting of their sensors they have had them adjusted within 48 hours and have invited me to validate their work. I've had less luck with local cities, but I've only tried once. In Sacramento I rarely have a problem. The point is, it's not necessarily that the sensors don't work, in some cases they're just not properly adjusted. Nag the authorities who are responsible for the offending sensors.

During the MSF class, the instructor said lights in cali were on a weight sensor that was set around 200lbs
If it doesn't work, whatever city mantains that intersection is responsible for fixing it within a 48hour window. He claims to have had the lights near his house fixed. The biggest problem is finding the correct jurisdiction/number to call

You don't need any new law in California. The vehicle code already says in Section 21800 (d)(1) "The driver of any vehicle approaching an intersection which has official traffic control signals that are inoperative shall stop at the intersection, and may proceed with caution when it is safe to do so. This subparagraph shall apply to traffic control signals that become inoperative because of battery failure." If you motorcycle won't operate the light, it is inoperative. Of course it's up to you to proceed safely, just as it would be at a stop sign.
