Yes, you are right! And after looking at it carefully, I tought it could be in Russia since the license plates have "Rus" on them. As it happens I have a girl who used to live there working for me and I asked her. She told me that it's Moscow!
And she showed me a sign where it says "Koljco 600m" in cyrilic and told me that "Koljco" happens to be the biggest rotary in Moscow, if I have understood her correctly.
So appologies, it IS Europe and to be EXACT, its in Russia, Moscow, 2000 feet before the largest rotary there.
