Bloomberg in December 2005, giving the city 18 months to prepare, it has caught many people off guard, according to executives in industries that are directly affected. Barking dogs, heavy construction, garbage trucks, nightclubs, personal stereos, poorly muffled motorcycles and loud air-conditioners are all covered.
