One of the ways the people who sell traffic camera's to cities is to show how many 'violations' are going on every day. What they don't tell you is that they speed up the time interval between yellow and red, so that more people will show up going through a red. This leads people sitting at a red to expect a green sooner when they see the yellow for cross traffic out of the corner of their eye. There is actually a word for this, which I cannot, for the life of me recall, but it basically means a government created problem. I think both the motorcyclist and the pedestrian are what you might call "collateral damage" in a bigger game.
